hardware store firestarter DIY ideas

I'm looking for, (as the title suggests)... some hardware store DIY firestarter ideas. I want something that is waterproof, windproof, and portable. I've used cotton balls and petroleum jelly, and of course fatwood, etc.

I (think) we have a block of parrafin wax in the garage... but I'm not sure of the best method for melting it safely and without destroying a frying pan. Any ideas you'd have would be highly appreciated!
