Keeping a small, tight fire during windy conditions

I like a campfire when backpacking and rely upon it for keeping bugs away (smoke), cooking and for heat. At times the wind can be blowing so I try to keep my fire small and protected to minimize any sparks from escaping. If it is too windy or too dry I just have to forgo a fire as I don't want to risk starting a forest fire. Usually waiting until later in the evening allows the wind to die down (but not always).
